Based on the photo you are showing there is no way the horizontal scar could be lowered unless you have excess skin which if you do will lead you to having two verticle or one longer verticle scar.  Your horizontal scar should have been in the bikini line not up where you have it now.  An in person examination is necessary to give you a more definite answer.
