Glycolic acid 12% cream after RF microneedling?

It is not advisable to use glycolic acid or any other type of exfoliating products right after a microneedling procedure as it can cause additional dryness and irritiation. Apply suncreen with a minimum SPF 30 and use a gentle, non-exfoliating cleanser before bed if you were not given a post-procedure kit to use at home. You may restart using your exfoliating products as usual one week after the procedure.

Since allergic reactions to Botox are rare, it is most likely that you have developed a contact dermatitis to topical anesthetic, pre-procedure cleansing solution, etc. The best way to find out is to see a board certified dermatologist and get a patch test done that will determine exactly what you are allergic to. As always, if the rash worsens seek immediate medical care.
