For the labia minora you would benefit from a labiaplasty with
hood reduction which involves trimming of the redundant tissues of those areas.
But this will not 100% completely resolve the dark pigmentation.
For the labia majora you could benefit from fat transfer to the
outer labia to "plump" the outer labia and further hide the inner
labia in the outer folds. Fillers are an option as well but you stated you

Unless you would be satisfied with still possibly having loose skin the microinvasive procedures with liposuction could be an option.  I cannot tell from you photos, but unless you have a scar around the belly button, you might not of had a full abdominoplasty.   I general without an examination, I would lean to the TT.

You ask some very good questions.  I will assume that you already had a labiaplasty.  Any surgery is not without its risks and alternation of sensation is among them.  That risk is very low but it is still there.  Necrosis of the flaps is also not common but again it is a risk.  You will need to discuss with your surgeon after evaluating you own risk threshold.  How much of a problem or issue am I having and does it outweigh the risks?

Thank you for the question.  Imaging is used to help guide one to a look and size that would be close to the appearance after surgery.  Remember that the images are computer generated based on a series of possibilities to come up with a close approximation.  That is not the same as now one's own body is going to look in the end.  10% is not very much.  That is only 40 cc of a 400 cc implant or just over 2 Tablespoons in volume.  I recommend you express your concerns to your surgeon.

Nothing is every absolute.  It depends on your expectations.  I do however recommend at least two treatments to an area if that area is somewhat full, pinch more than an inch,  and the  individual has an BMI over 25.  
Will a surgeon do Lipo in my mother’s apron? I can’t afford a tummy tuck.

Thanks you for sharing the photos and your situation.  I agree, do not wase your money.  Consult with a plastic surgeon to find out the best option and then save.  You should also be wary for doing procedures that family members may be strongly against without fully thinking it out.  Weight loss, although easy to say, would be just as beneficial as liposuction.  Remember that none of the procedure we do such as liposuction or a tummy tuck will help with weight control  Best Wishes.

Thank you for sharing the photos.  Consult with a surgeon to discuss all your options based on your goals.  In general, jowls can be somewhat resistant to correction by fillers.  There are some "non surgical" procedures that may give you a few years.  Facelift lifts can be more predictable with results and longevity depending on a number of factors, such as age, skin type, whether one was a smoker, etc.  Get information on all the possibilities.

Thank you for sharing the photos.  There is no way on a photo to give you exact advise.  I would however agree that when borderline, one could decide either way.  If you are totally adverse to the lift and the scars, then you may need a larger implant than desired.  I would talk more with your surgeon.  Decided on the size enlargement you want.   If you go the route of implant only, you may or may not need to be prepared to have a second surgery in the future to lift the breasts.

It was a fad and agree with the fact as already stated that it is an operation with a number of issues.  If you find that there are not many doing something then you should question the why.  If it was a great operation with a lot of benefits then we may all be doing it.

Thank you for sharing to photo.  You would be a candidate for Sculpsure.  On examination, there needs to be fat in the location that is contributing to the fullness.  One session is quite honestly never enough and one must be patient to wait for the results.

Congrats on the life and health changing loss of 62 pounds.  Pictures would be helpful or a discription of what you are seeing that bothers you and you would like to improve or change.  Dramatic and significant weight loss may led to excess or lax tissue no matter how old you are.  A discussion with a board certified plastic surgeon should be your first step.

Thank you for sharing the photos.  With only being around 3 weeks post surgery you appear to be healing well.  It is not uncommon for dissolvable sutures to be present for several weeks and they do eventually fall off.  Swelling and firmness and some irregularities are also not uncommon but may take 3-6 months to settle.  Speak with you surgeon about your concerns and best wishes with your recovery.

Thank you for sharing the photos.  I would not be able to comment on any type of coverage.  However, in the United States, despite the severity, there may not be any coverage for the correction as it is not life threatening or related to an injury or cancer.  Tuberous breast correction can be very challenging and I would say in your case to be prepared to have multiple operations.  Best wishes.
