I agree with your doctor. The best choice is to raise the lower nipple and try to expand the appearance of that side to achieve closer symmetry. Scar maturation of the incisions and tissue expansion of the breast to accommodate the implant takes time but if the asymmetry really troubles you I think it is reasonable to address the nipple at around 9 months post op. From the photos it appears you would benefit from a tummy tuck. Another option with slightly less down time for recovery is a panniculectomy which would address the overhanging skin and fat at the waistline but does not involve tightening the underlying muscles or creating a new bellybutton position. It is best to see a board certified plastic surgeon in person and discussthe options that are right for you.

Botox or one of its many competitors (Dysport, Xeomin) can effectively treat brow asymmetry for up to 3 - 4 months per treatment. The treatment takes less than a few minutes with no down time.
