I would not recommend trying to smooth the product out this early after injection.  You could be experiencing post injection swelling.  These products are very malleable and you could potentially move the product to an area that it was not indicated for.  I would contact the PA for possible evaluation if you have any post injection concerns.

The excess saline has probably already absorbed.  You may be collecting serous fluid in the pocket from the implant removal.  It would be best to contact your surgeon.

It is common for the feet/ankle area to swell after the liposuction procedure.  I instruct my patients to elevate their feet, frequent ambulation and monitor the amount of sodium in the diet during the recovery period to help reduce the swelling.

I instruct all of my augmentation patients to avoid raising the arms any higher than to fix the hair for four weeks.  The muscle is under a lot of tension when an implant is placed.  Raising the arm higher than head level can cause tearing and bleeding of the muscle. 
How likely would it be for my insurance to cover a breast reduction surgery for me?

It sounds as if you would benefit from the breast reduction procedure.  More than likely, if the procedure is a benefit with your insurance company, you will probably be approved for benefits.  Self pay priced vary depending on what part of the country you live in.  The out of pocket fee in the Midwest is approximately $6,500-$7,000. I would suggest scheduling a consultation with a Board Certified Plastic Surgeon in your area to get the process started.  Best of luck!
