Most likely, you don't have too much residual swelling 8 weeks after your brachioplasty. Every surgeon has a different level of comfort with how much skin can be safely removed. Every patient's skin/tissues respond differently to the surgery, too, and some people have very thin skin that stretches quite a bit after the surgery and could have some droopiness even after the best arm lift. It looks like your incision has pulled apart a little, and you're seeing some of the tissue under the skin. I doubt this is an emergency, but it would definitely benefit you and your surgeon for you to see your surgeon and ensure things are being cared for optimally. It looks to me like your surgeon left the suture tail hanging from the skin. I commonly do this and plan to cut it 1-2 weeks after surgery. I would recommend you leave it alone for now, but contact your surgeon at least via telephone or email, and see what s/he recommends.

The goal of an arm lift is to remove excess skin from the arms, not necessarily to address, correct or improve the thin, crepey surface texture of the skin that remains. However, tightening the arms by removing excess skin should result in some improvement of the thin, loose skin that you seem to have. A series of laser treatments to thicken and strengthen the skin may be a good thing to look into either after or instead of an arm lift.

Surgery to remove excess skin would be the first thing to do. There's no point trying to laser skin that won't be there after it's cut off. An arm lift surgery would remove the skin that is loose, and a series of laser treatments to tighten/thicken the skin would benefit not only the crepey skin but also improve the scar left on your arms from the arm lift surgery.

I think 2 weeks should be enough time to recover after your breast augmentation. If you have your implants placed under your breast tissue but on top of your pectoralis muscles, recovery can be a day or two. Placing implants under the muscle can result in a bit more muscle tightness and soreness, but most of my patients are ready to get back to work within a week or less. If you had liposuction, swelling can persist for up to three months. Weight gain can reverse the improvement of liposuction, so definitely do not gain weight. This is a difficult issue to address over the internet. There are certainly nerves in the arm that can get trapped in scar tissue as your arms heal after an arm lift. This can be painful as you move your arm, since the nerve is stretched and irritated with the movement.
